Basic concept of the Project:

In tradition of Road Construction and maintenance contracts, the contractor is responsible for the Execution of works which are normally defined by the Road administration or the Employer, and the contractor is paid on the basis of unit prices for different work items. The result of traditional road contracts is in many cases less than optimal. In many cases the roads do not last as long as they should because of deficiencies in the original design, aggravated by inadequate maintenance which results in loss to the Road user in general.

For Improvement in traditional road construction practice and to ensure the maximum benefit to the Road user the concept of Output and Performance based contracting system has been adopted for this Project to Increase the efficiency and effectiveness of road asset management and maintenance. It ensures that the physical condition of the road under contract is adequate for the needs of road users over the entire period of contract which is normally several years. This type of contract significantly expands the role of private sector, from the simple execution of works to the management and conversation of road asset. The OPRC as a model for road asset management is similar to Design, Build, Maintian, operate and transfer (DBMOT) model of contracts which addresses the issue of inadequate incentives. A Fundamental feature of the OPRC is that Contractor must not necessarily be a traditional works contractor, but can be any type of firm or business venture having the necessary technical, managerial and financial capacity to fulfil the contract.

Project Area:

The Project area falls mainly in Sangrur, Mansa & Bathinda districts situated in the southern part of the Punjab in the heart of Malwa region.

The Main Road of the Network connects Bhawani Gadh – Sunam – Bhikhi – Mansa Kechiya – Kot Samir – Bhatinda and the Branch of the Network connects other Major location with the Main Road i.e. Sangrur, Dhanuala, Mansa, Talwandi Sabo.
